The Haryana government on Thursday announced plans to establish a “world-class” startup incubator, called H-HUB, in Gurugram as part of a wider package of measures to boost innovation, manufacturing and investment across the state.
The move, unveiled by Chief Minister Nayab Singh Saini at an industry event in Gurugram, is framed as a central plank of the 2025–26 state budget and comes alongside proposals for new industrial townships and specialised policies for semiconductors and Global Capability Centres.
The H-HUB will be developed through public-private collaboration with leading startups, corporates and academic institutions. Officials say the incubator will offer plug-and-play workspaces, meeting and collaboration zones, high-performance computing resources, innovation and prototyping labs and dedicated areas for product development. The intent is to give early-stage companies access to infrastructure they would otherwise find expensive or slow to build, enabling faster prototyping, testing and scale-up.
Haryana has been building its startup ecosystem for several years and currently hosts a significant number of DPIIT-recognised companies.
The official Startup Haryana portal lists more than 9,100 DPIIT-registered startups in the state, and the government cites a double-digit number of unicorns and a high share of women-led ventures in its communications.
The state administration pointed out that Fortune 500 companies already have a presence in Haryana, and officials want the startup community to share that same level of visibility and investment.
Beyond physical infrastructure, the government said it will establish AI hubs in Gurugram and Panchkula, set up incubation centres across industrial estates to provide local mentorship and networking, and roll out a state chapter of the NITI Aayog-backed Women Entrepreneurship Platform.
The state also plans to create a “Department of Future” to coordinate policy on emerging technologies such as AI, robotics, biotech and deep tech. These measures are intended to link talent, capital and corporate demand so startups can move from prototypes to commercial scale more quickly.
The state recently provided grants totalling Rs 1.14 lakh to 22 startups, and announced entrepreneurship competitions with prize money up to Rs 1 crore alongside microfinance support for promising ventures.
